The CBA: A division of the Western Bankers

The CBA division of the Western Bankers, is the voice of the industry when it comes to state and federal legislative, regulatory and legal advocacy. We are the only banking trade association in California with a full-time state legislative advocacy team dedicated to protecting our members’ interests. Our efforts strive to ensure a free and competitive market among financial service providers, a level playing field with our competitors and promote financial education that empowers consumers to exercise real choice.


Kevin Gould
Executive Vice President and Director of Government Relations

Kevin Gould joined the California Bankers Association (CBA) in 2004, bringing with him more than seven years of experience as staff in the California Legislature. In his role as executive vice president and director of government relations, he oversees the management and operation of CBA’s government relations department and also serves as one of CBA’s three registered lobbyists.


Jason Lane
Vice President and Deputy Director of Government Relations

Jason Lane is vice president and deputy director of government relations for the California Bankers Association and manages California state tax policy for the association, which involves analyzing legislation and regulatory activity, and the development of policy positions for the association. Lane is one of three lobbyists at CBA and, in addition to his primary focus on taxation, he also lobbies on behalf of the association on issues related to the state budget, and consumer lending legislation.


Melanie Cuevas
Vice President of Government Relations

Melanie Cuevas serves as the vice president of government relations for the California Bankers Association, where her advocacy portfolio focuses mainly on issues related to cannabis, debt collection, labor and employment, political reform, privacy, and agricultural, student and military lending.


Dee Peach
Senior Legislative Assistant

Dee Peach joined the CBA Government Relations team in May of 2014 and brings more than 20 years of experience in the clerical/administrative field.

As the senior legislative assistant, she provides support to the state government relations team by managing policies and procedures of all resources supporting the state government relations department, manages the federal and state government relations and public affairs fund committees and tracks activities on legislation.


Latifah Alexander
Legislative Administrative Assistant

Latifah Alexander joined the CBA government relations team in November of 2018 and serves as the legislative administrative assistant.

As the legislative administrative assistant, she schedules state legislator meetings, edits and sends position letters, plans and orchestrates the meetings for the State Capitol Advocacy Program, edits and sends the monthly Battleground newsletter, and manages CBA policy committees and the PAC administrative committee.
