State Treasurer’s Office Urges Lender Participation in Upcoming Roundtables
The State Treasurer’s Office (STO) is encouraging participation in upcoming lender roundtables as a means to obtain input as they design a new state program. The California Alternative Energy and Advanced Transportation Financing Authority (CAEATFA) requests input on a new, residential energy efficiency financing program with up to $21 million available for credit enhancements to participating lenders that enroll eligible loans. California is launching the California Hub for Energy Efficiency Financing to offer a suite of financing programs for energy efficiency projects in the residential and commercial markets. The programs are designed to assist lenders in providing broader access to lower cost financing for home retrofits that may reduce energy costs. In early 2015, CAEATFA will launch the first of these programs, a residential, single family loan loss reserve program. This program will offer a 10-20 percent loss reserve for eligible energy efficiency projects on residences of 1-4 units, and up to 30 percent of loan proceeds may be used for other related home improvements.
CAEATFA, in collaboration with the California Public Utilities Commission and California’s investor-owned utilities, will be hosting lender roundtables to solicit feedback on its initial proposed program design, and seeks input on key program elements for the Single Family Loan Program. The STO is encouraging your participation in this unique roundtable forum; where feedback gathered will assist in designing a program that works well in California.

Written comments are due to CAEATFA by email to cheef@treasurer.ca.gov by Thursday, October 30, 2014, at noon. After considering the comments received, CAEATFA will post draft regulations and hold a workshop on proposed regulatory language for other interested stakeholders and the general public before launching the program in early 2015.
