Held the State Government Relations Committee’s annual strategic planning session in November, which provided for the identification and discussion of carry-over issues, resulting from the two-year legislative session, and anticipated new legislation in 2016.

Produced and distributed the 2015 Annual Legislative and Regulatory Summary detailing key state and federal legislative and regulatory issues and their outcomes.

Delivered legislative presentations at CBA and other group events including the CBA Regulatory Compliance Conference, CBA Chief Credit Officers Symposium, ABA State Issues Summit, Debt Buyers Association Annual Symposium and the National Association of Bank Advocates.

Met with the governor’s office regarding the payments system transition from magstripe to chip embedded payment cards. 

Met with State Controller Betty Yee regarding banking services for low-income individuals receiving the earned income tax credit.

Met with state Board of Equalization member Fiona Ma and her staff regarding the prohibitions and challenges of providing financial services to the cannabis industry. 

In early December, the House Committee on Agriculture conducted an oversight hearing on the Farm Credit System (FCS), the first such hearing to be conducted in more than a decade. Prior to the hearing, the ABA asked the state banking association executives from the 27 states that have members on the committee to travel to Washington to meet with their respective members and advocate the banking industry’s position on farm credit. CBA President & CEO Rod Brown participated in the fly-in and had an opportunity to meet with California’s four committee members and/or their staff — Reps. Pete Aguilar (D), Jim Costa (D), Jeff Denham (R) and Doug LaMalfa (R).

Conducted three federal legislative grassroots meetings and two state legislative grassroots meetings attended by CBA members.

CBA members participated in three district fundraisers for federal legislative candidates.

CBA hosted a banking community event for State Senator Steve Glazer.

CBA conducted 12 meetings with state legislative candidates.

At year-end, we had raised $178,494 (94 percent of goal) for the CBA State PAC and $88,422 for the CBA Federal PAC.
