Chair of the California Assembly Committee on Banking and Finance

Assembly member Tim Grayson was first elected to serve in the California Assembly in November 2016 and represents the 15th Assembly District, which encompasses portions of Contra Costa county. He is the son of a Teamster father and his mother was a public transit worker. He is the first in his family to earn a college degree.  In 2010, Grayson was elected to serve on the Concord City Council, winning reelection in 2014 and serving on the Council until his election to the Assembly. He also served as Concord’s Mayor from 2014 – 2015.

California Bankers Association

Jason Lane is senior vice president, director of government relations for the California Bankers Association and manages California state tax policy for the association, which involves analyzing legislation and regulatory activity, and the development of policy positions for the association. Lane is one of three lobbyists at CBA and, in addition to his primary focus on taxation, he also lobbies on behalf of the association on issues related to the state budget, and consumer lending legislation.

With nearly 30 years of experience, Mr. Beckwith serves as the President and Chief Executive Officer and is a member of the board of directors. Mr. Beckwith joined Five Star Bank in 2003. He is deeply connected to the Sacramento community and has chaired several community-based organizations including the Sacramento Metro Chamber of Commerce, Valley Vision and KVIE (the local PBS affiliate). James is a past Chair of California Bankers Association.

George Leis is the President & Chief Operating Officer for Montecito Bank & Trust. George joined the bank in July, 2016. Montecito Bank & Trust is the oldest and largest locally owned community bank in the Santa Barbara and Ventura counties. Founded in 1975, the bank operates 13 branch offices in Santa Barbara, Goleta, Solvang, Montecito, Carpinteria, Ventura, Camarillo, and Westlake Village.

Formerly President/CEO of Hanmi Bank

C. G. Kum’s career encompassed 36 years in mainstream banking and 6 years in Asian American banking with the last 20 years in the CEO/President role. Mr. Kum developed and successfully executed strategies that  combined M&A and organic growth. He bought and sold banks as well as successfully executed a MOE and acquired 3 failed banks from the FDIC RTC during the deep recession.

Mr. Colombo served as President, CEO and Director from July 2006 through May 2021, at which point he relinquished the President role and continued in the role of CEO and Director. Mr. Colombo retired from the Bank in October 2021 and is continuing to serve as a Director. He currently serves on the Bank’s Asset/Liability Committee and is a past member of the Executive Committee and the Bank’s Wealth Management and Trust Services Committee.

Jim Ford brought over 30 years of banking and overall financial leadership expertise to Central Valley Community Bank when he joined the Bank in 2014. Under his guidance, the Bank’s Greater Sacramento Region significantly expanded its footprint as well as grew business relationships organically and through two acquisitions. Additionally, assets nearly doubled to over $2 billion and tangible book value per share grew from $8.10 to $15.19 thus far during his tenure.

Krista Snelling serves as President and CEO of Santa Cruz County Bank. Ms. Snelling joined the Bank in March 2021 and has 25+ years of banking experience. Ms. Snelling currently serves on the boards of the California Bankers Association, as Chairman-Elect, the Monterey Bay Economic Partnership (MBEP), and Santa Cruz County Bank, and as Finance Committee Member for the Community Foundation of Santa Cruz County. She has served on the Executive Advisory Council of University of the Pacific’s Eberhardt School of Business since 2011.

Martin Plourd was named CEO of Community West Bank in 2011, after a career in California’s Imperial Valley, which included 30 years of commercial and retail banking experience. Beginning with Security Pacific Bank and First Interstate Bank, Marty became Executive Vice President of Valley Independent Bank.

Mongkha Pavlick serves as Senior Vice President in the Supervision + Credit Group at the Federal Reserve Bank of San Francisco. Previously, he was a managing director in the investment banking group of Sandler O’Neill & Partners, L.P. where he provided merger and acquisition, capital raising and overall strategic planning advice for financial institutions nationwide.  While with Sandler O’Neill, Buck helped clients structure over 50 M&A transactions and was involved in numerous capital raising transactions.
