AB 588 (De Leon ) Credit history: public utilities.
   This bill requires each interval-billing public utility and interval-billing publicly owned utility, upon receipt of the express written consent of a subscriber to make the subscribers utility service payment history available to a financial institution or consumer credit reporting agency specified by the subscriber.
