Rodney K. Brown
President and Chief Executive Officer

Rodney K. Brown is the president and chief executive officer of the California Bankers Association. In this role, Rod provides CBA's member institutions with the leadership and direction necessary to successfully guide the industry through its many challenges and capitalize on its many opportunities. Brown joins CBA after serving as the president and CEO of Montecito Bank & Trust in Santa Barbara, California for 12 years. Prior to his tenure as the chief executive at Montecito Bank & Trust, Rod served as a senior vice president at Santa Barbara Savings and Loan, and also as a vice president at Bank of America for nearly 10 years. Rod began his banking career in the Midwest, starting out as the director of marketing for East Side National Bank in Wichita, Kansas and then as the director of marketing for the First National Bank of Kansas City in Missouri. Brown also served on the CBA board of directors, and as the organization's treasurer. He was elected to the American Bankers Association's board of directors in 2005. Brown is a graduate of Wichita State University, where he received his bachelor's degree in Business Administration. He completed his Graduate Banking School program at the University of Virginia.

 

 

Maurine C. Padden
Executive Vice President, Chief Administration Officer

Since January of 2008, Maurine Padden has been the Chief Administrative Officer for CBA, after serving as CBA’s lead lobbyist in the most active state legislature in the country. Maurine continues to manage CBA’s legislative advocacy efforts. Immediately prior to joining CBA in 1989, Maurine was counsel for the State Teachers Retirement System (STRS), and also served as trial counsel for the Department of Industrial Relations. Maurine received her law degree from University of the Pacific’s McGeorge School of Law and holds her bachelor’s degree in Government and Economics from California State University, Sacramento.

 


Larisa Gurnick
Executive Vice President, Strategic Partnerships & Membership Development

Larisa Gurnick will leverage her knowledge of the banking industry, her strong financial background along with strategic planning and marketing skills to identify critical needs of the California bankers and develop innovative solutions to meet these needs. Prior to joining CBA in 2007, Larisa was executive vice president and chief marketing officer of Countrywide Bank, N.A. where she was responsible for the development of Countrywide Bank’s brand, for establishing marketing programs that drive production in the bank’s retail banking network and for deposit product development and management. Prior to that, she served as senior vice president of Strategic Planning and Marketing at First Federal Bank of California. Larisa is a Certified Public Accountant and holds a Bachelors degree in Business Administration from California State University, Northridge.

 

 

Michael Doerr
Chief Financial Officer

As the chief financial officer of the California Bankers Association, Michael Doerr is responsible for providing financial direction and management over the investment, accounting, fixed assets, budgeting/business analysis, and reporting functions of the association. Doerr joined CBA in 2005, after having served as the chief financial officer for five years with the California Restaurant Association. Prior to that, he served as the controller for KVIE, a Sacramento-area public television station, a position he held for 10 years. Mike has more than 15 years of experience in both public and private sector finance including administration, information technology, accounting, treasury and budgeting. Mike received his bachelor’s degree in Accountacy from the California State University, Sacramento and also holds a degree in Computer Science.


 

Leland Chan
Senior Vice President, General Counsel

Since 2000, Leland Chan has been the general counsel for CBA, after serving for six years as associate counsel. In addition to advising the association on legal matters, Leland directs the litigation activities for the association, frequently acts as amicus curiae (“friend of the court”) in state and federal courts, and, in some cases, files suit on behalf of the industry. He is also responsible for regulatory matters affecting banking, frequently preparing comment letters on regulatory proposals, and analyzing new laws and regulations for CBA members. Prior to joining CBA, Leland was an attorney with the Hong Kong office of Baker & McKenzie, an international law firm. Mr. Chan received his law degree from the University of California at Berkeley in 1989, and graduated magna cum laude from Brigham Young University with a bachelor’s degree in Psychology.

Anita Robinson - Chairman
President & CEO, Mission Community Bank

Anita Robinson is the president and chief executive officer of Mission Community Bank in San Luis Obispo. A 34-year banking veteran, Robinson founded the bank in 1996. Anita is a board member of the San Luis Obispo Rotary Club, the treasurer of Economic Opportunity Commission (EOC) of San Luis Obispo County, a member of the board of directors for the Pacific Coast School of Banking and is also a member of the board of directors for the Cuesta College Foundation. She was recognized as the Independent Banker of the Year in 1996 by the California Independent Bankers, as the Small Business Advocate of the Year in 2000 by the U.S. Small Business Administration and also as the recipient of the Woman of the Year “Trailblazer 2004” award from the Women’s Economic Ventures.

James W. Lokey - Chairman-Elect
President/Community Banking, Rabobank, NA

James “Jim” Lokey is the president of Rabobank, N.A., a California community bank. Lokey, who started his banking career in 1973, has been involved in many large mergers and acquisitions throughout his career. Previous to his current position, Jim was the president and chief executive officer of Mid-State Bank & Trust, only the third person to hold the position since the Bank’s inception in 1961. On April 30, 2007, Mid-State Bank & Trust merged with California community bank Rabobank, N.A. Active in civic and community affairs, Mr. Lokey is the immediate past president of the Foundation for the Performing Arts Center in San Luis Obispo, a director for the San Luis Obispo County UCSB Economic Forecast Project, a director for the French Hospital Foundation, and a director for the Ventura County Medical Resource Foundation. He is the 2007-2008 honorary chair of the American Cancer Society of the Tri-Counties, a member of the President’s Cabinet at Cal Poly, and a director and investment committee member of Cal Poly Corporation. He is a past director and chairman of the board for Junior Achievement of Southern California. Mr. Lokey is a director of the California Bankers Association’s Banker Benefits subsidiary.

 

Kent A. Steinwert - Immediate Past Chairman
President & CEO, F&M Bank of Central California

Kent A. Steinwert is currently the president and chief executive officer of F&M Bank of Central California, a community based organization, founded in 1916 with 18 branches serving the Central Valley of California. He joined the organization in August, 1997 and is only the eighth president in the bank’s 89-year history. Steinwert joined Bank of America in 1974, and held a variety of lending and administrative assignments culminating as the senior regional manager for the Sacramento Metropolitan area. In 1992, he transferred to Bank of America Arizona as its senior credit officer and subsequently headed up the wholesale banking division. Steinwert returned to Bank of America’s California operation in early 1996, to serve as a senior manager in Southern California. He currently holds board positions with the United Way of San Joaquin County Advisory Board and the Alexis de Tocqueville Society.
