Rodney
K. Brown
President and Chief Executive Officer
Rodney K. Brown is the president and chief executive officer of the
California Bankers Association. In this role, Rod provides CBA's member
institutions with the leadership and direction necessary to successfully
guide the industry through its many challenges and capitalize on its
many opportunities. Brown joins CBA after serving as the president and
CEO of Montecito Bank & Trust in Santa Barbara, California for 12
years. Prior to his tenure as the chief executive at Montecito Bank
& Trust, Rod served as a senior vice president at Santa Barbara
Savings and Loan, and also as a vice president at Bank of America for
nearly 10 years. Rod began his banking career in the Midwest, starting
out as the director of marketing for East Side National Bank in Wichita,
Kansas and then as the director of marketing for the First National
Bank of Kansas City in Missouri. Brown also served on the CBA board
of directors, and as the organization's treasurer. He was elected to
the American Bankers Association's board of directors in 2005. Brown
is a graduate of Wichita State University, where he received his bachelor's
degree in Business Administration. He completed his Graduate Banking
School program at the University of Virginia.

Maurine
C. Padden
Executive Vice President, Chief Administration Officer
Since January of 2008, Maurine Padden has been the Chief Administrative
Officer for CBA, after serving as CBAs lead lobbyist in the most
active state legislature in the country. Maurine continues to manage
CBAs legislative advocacy efforts. Immediately prior to joining
CBA in 1989, Maurine was counsel for the State Teachers Retirement System
(STRS), and also served as trial counsel for the Department of Industrial
Relations. Maurine received her law degree from University of the Pacifics
McGeorge School of Law and holds her bachelors degree in Government
and Economics from California State University, Sacramento.

Michael
Doerr
Senior Vice President, Chief Financial Officer
As the chief financial officer of the California Bankers Association,
Michael Doerr is responsible for providing financial direction and management
over the investment, accounting, fixed assets, budgeting/business analysis,
and reporting functions of the association. Doerr joined CBA in 2005,
after having served as the chief financial officer for five years with
the California Restaurant Association. Prior to that, he served as the
controller for KVIE, a Sacramento-area public television station, a
position he held for 10 years. Mike has more than 15 years of experience
in both public and private sector finance including administration,
information technology, accounting, treasury and budgeting. Mike received
his bachelors degree in Accountacy from the California State University,
Sacramento and also holds a degree in Computer Science.

Leland
Chan
Senior Vice President, General Counsel
Since 2000, Leland Chan has been the general counsel for CBA, after
serving for six years as associate counsel. In addition to advising
the association on legal matters, Leland directs the litigation activities
for the association, frequently acts as amicus curiae (friend
of the court) in state and federal courts, and, in some cases,
files suit on behalf of the industry. He is also responsible for regulatory
matters affecting banking, frequently preparing comment letters on regulatory
proposals, and analyzing new laws and regulations for CBA members. Prior
to joining CBA, Leland was an attorney with the Hong Kong office of
Baker & McKenzie, an international law firm. Mr. Chan received his
law degree from the University of California at Berkeley in 1989, and
graduated magna cum laude from Brigham Young University with a bachelors
degree in Psychology.

Kevin Gould
Senior Vice President, Director of State Government Relations
Kevin Gould joined the California Bankers Association (CBA) in 2004, bringing with him more than seven years of legislative experience. As Senior Vice President and Director of State Government Relations, Kevin serves as one of CBA’s registered lobbyists, focusing mainly in the areas of bank operations, commercial lending, residential property lending, construction dispute resolution, wealth asset management and trust issues. Kevin began his career with Assemblyman Gary Miller representing California’s 60th Assembly District. He continued his employment with Assemblyman Bob Pacheco as the legislative director and chief of staff. During his time with Assembly Member Pacheco, Kevin advised the member on the Assembly Committee on Judiciary where Pacheco was the Vice-Chair. Additionally, he staffed the Assemblyman on numerous policy and budgetary committees including, but not limited to, the Assembly Budget and Budget Subcommittees while also advising the member on the Assembly Committee on Health and Committee on Appropriations. Kevin graduated from California State University, Sacramento with a degree in Government.

Stephen Clark
Senior Vice President, Strategic Partners
Prior to joining the CBA in 2008, Stephen Clark served eight years as the vice president and general manager of BancSource, the for-profit subsidiary arm of the Oregon Bankers Association. Stephen has significant additional experience in the private sector. He was previously an account executive with John H. Harland Company and served as a sales executive and service representative for Rocky Mountain Banknote and Rocky Mountain Bankcard. Stephen will leverage his comprehensive knowledge of the banking industry along with his strategic planning and marketing skills to identify critical needs of the California bankers and develop innovative solutions to meet these needs. Stephen received his Bachelors of Science degree from Montana State University, and is a graduate of the Western School of Bank Management program at the University of Nevada.

Beth Mills
Vice President, Communications
Beth Mills joined CBA in 2008, bringing with her nearly 10 years of communications experience. Beth is responsible for all internal and external communications for CBA, and serves as the association’s spokesperson. Prior to joining CBA, Beth was appointed by the governor and served as the Assistant Deputy Director of Public Affairs in the California Department of General Services where she managed all media contacts and served as the department’s spokesperson on the key department issues. She has work experience in both the private and public sectors having held positions as a media consultant, campaign consultant, press secretary, corporate communications deputy director and account executive. In addition, she has significant prior communications experience in the private sector, including work with Perry Communications Group in Sacramento, where she served as the lead manager of media relations for several of the firm’s top clients. Beth also worked at Randle Communications, where she led several public affairs accounts and served as the spokesperson for several political campaign initiatives. Beth is a graduate of Claremont McKenna College.

Linda Odell
Vice President, HR/Administration
Linda Odell joined the CBA in 2005, and oversees the human resources and administrative support functions of the office, and manages CBA’s Annual Compensation and Benefits Benchmark Survey. Linda has more than 10 years of human resources experience and more than 25 years of administrative experience. Prior to joining the CBA, Linda worked for the California Restaurant Association (CRA) where she managed human resources efforts, administered employee benefit programs and managed the accounts receivables. Before joining the CRA, Linda worked for KVIE, the public television station for northern and central California. At KVIE, Linda maintained personnel and benefit records, and processed payroll for nearly 200 employees. |

Doyle - Chairman
President/CEO, Central Valley Community Bank
Dan Doyle joined Central Valley Community Bank (formerly named Clovis Community Bank) in June 1998 as President and CEO following the retirement of the founding President and CEO. Over the past nine years under Doyle’s leadership, the Bank has experienced great financial success as one of the fastest growing community banks in California’s Central Valley region. With 37 years of banking experience and a variety of educational degrees, Doyle’s previous banking experience and business values contributed greatly to Central Valley Community Bank’s current success. Previously, Doyle served as Regional President for US Bank in Washington State. In 1990, Doyle served as the first President and CEO of US Bank of California, where he built a strong foundation and expanded the bank to reach a total of 71 offices and $2 Billion in assets over a five-year period. In addition to his financial experience, Doyle holds graduate and under-graduate degrees from the University of Washington, he graduated with honors from Pacific Coast Banking School and holds Advanced Certificates from the American Institute of Banking.

Richard Smith - Chairman-Elect
President/CEO, Tri Counties Bank
Richard P. Smith serves as president and CEO for Tri Counties Bank. In his position, he is responsible for establishing and implementing long-range planning objectives and policies, directing bank activities such as acquisition, branch growth and marketing to augment the bank and maximize returns on capital and assets, acting as the primary representative for the bank with shareholders, major customers, community and industrial associations, regulatory agencies and the press. Prior to becoming the bank’s CEO, Smith began serving Tri Counties Bank in 1993 as vice president-supermarket banking. In 1994, he served as vice president and chief information officer of the bank, then in 1995 he became senior vice president – customer/employee support and control, and in 1997, executive vice president in the same capacity. Smith then advanced to president and chief operating officer in September 1998. Previously, Smith worked for several supermarket franchises, including Lucky Fruit & Produce in Sacramento, Safeway, and J.C. Produce Company. His experience in his respective capacities as operations officer, systems analyst and partner for these companies laid the foundation for his vision of supermarket banking that is now a driving factor in the success of Tri Counties Bank. Smith was born and raised in Northern California and graduated from California State University in Sacramento.

James
W. Lokey - Immediate Past Chairman
President/Community Banking, Rabobank, NA
James “Jim” Lokey is the president of Rabobank, N.A., a California
community bank. Lokey, who started his banking career in 1973, has been
involved in many large mergers and acquisitions throughout his career.
Previous to his current position, Jim was the president and chief executive
officer of Mid-State Bank & Trust, only the third person to hold the
position since the Bank’s inception in 1961. On April 30, 2007, Mid-State
Bank & Trust merged with California community bank Rabobank, N.A. Active
in civic and community affairs, Mr. Lokey is the immediate past president
of the Foundation for the Performing Arts Center in San Luis Obispo,
a director for the San Luis Obispo County UCSB Economic Forecast Project,
a director for the French Hospital Foundation, and a director for the
Ventura County Medical Resource Foundation. He is the 2007-2008 honorary
chair of the American Cancer Society of the Tri-Counties, a member of
the President’s Cabinet at Cal Poly, and a director and investment committee
member of Cal Poly Corporation. He is a past director and chairman of
the board for Junior Achievement of Southern California. Mr. Lokey is
a director of the California Bankers Association’s Banker Benefits subsidiary. |
